A Flock Safety automated license plate reader, which scans plates and checks them against crime databases, flagged a vehicle on Interstate 94 as connected to an active Milwaukee homicide investigation. Brookfield police surrounded the car with weapons drawn in a felony stop. The alert was wrong. The alert was outdated, and authorities had forgotten to remove it. The sources describe the danger as officers treating automated alerts as probable cause rather than investigative leads. Flock Safety told FOX6 it welcomed a conversation about police technology but did not address specific error rates or verification protocols. The Institute for Justice has documented at least 26 cases since 2018 of innocent motorists detained at gunpoint or jailed because of ALPR errors. The sources do not state how the error was identified or what followed for the people stopped.

Notes on gaps
The Brennan Center recommendations and the Flock Safety response are not recorded as remediations because no party reported a change it made. Stale-data and verification gaps have no matching control id in the closed list, so they are not mapped.
